Is there DepEd Provision on Homeschooling?

Answer/s Policy Guidelines on the K to 12 Basic Education Program Order No. 021 Section 2019. (Annex 3: 9-11)

9. Home schooling provides learners with access to formal education while staying in an out-of-school environment. Authorized parents, guardians, or tutors take the place of the teachers as learning facilitators. While learners are expected to meet the learning standards of the K to 12 Basic Education Curriculum, the learning facilitators are given flexibility in learning delivery, scheduling, assessment, and curation of learning resources. The program aims to cater to learners who may require home schooling because of their unique circumstances, such as illness, frequent travelling, special education needs, and other similar contexts. Moreover, the program allows parents and guardians to maximize their involvement in their children’s education as a matter of parenting philosophy.
10. Parents or guardians who opt to enroll their children in a home school program should do so through a public school, or through a private school that had been given a permit to offer a home school program. These schools be in charge of ensuring the following:
  1. that a parent or guardian is assigned as a learning facilitator;
  2. that the learner is registered through the Learner Information System (LIS);
  3. that learning materials and resources are available for the learner; and
  4. the School Form 9 and other pertinent school records are issued to homeschoolers.
11. Alternatively, learners may be enrolled through home school providers, which are learning centers or institutions that provide home schooling. To facilitate the registration of learners through the Learner Information System (LIS), these providers may either find a Dep Ed accredited partner school, or they may coordinate with the SDO directly.

Is Homeschooling legal in the Philippines

  • The 1987 Constitution in its Declaration of Principles and State Policies acknowledges the “rearing of the youth as the natural and primary right and duty of parents  which shall receive the support of the Government” (Philippine Constitution Art. II Sec.12).

    • Homeschooling has been going on in the Philippines much longer before people heard much about it recently—it’s not just a “trend” among personalities but it’s a lifestyle that many families have chosen even in the 1990s (or earlier!). It’s just that not everyone is aware of it .

WHO SHOULD HOMESCHOOL?

  • “ Every family who can homeschool, should homeschool”. Ideally , this would mean a family who can afford to have at least one parent supervising the daily instruction.
  • All parent-teachers enrolled in a Department of Education accredited homeschool provider must be college graduates. Parents who do not hold college degrees may however still homeschool independently and have their student-children re-enter the DepEd system via the PEPT( Philippine Educational Placement Test).

How can we be sure that the Homeschool Provider is DepEd accredited?

HAPI - Homeschool Association of the Philippine Islands (www.hapi.ph) has the list of homeschool providers inn the Philippines.

All DepEd Accredited schools through their ADM(Alternative Delivery Mode) can provide homeschool program to their students. DepEd (ADM) – Validating Exams (PEPT)

How does homeschooling work?

  • Loosely structured homeschooling ( open curriculum depends on the pace of the student
  • Highly-structured homeschooling (comprise of PACES & workbooks needed to complete for one school year)
  • Home School Assistantship Program (with curriculum delivery monitoring from the provider)
 

How much time and commitment needed in homeschooling?

Homeschooling, however, would be a big feat for parents who both work full-time.
IMPORTANT: One parent has to devote his or her time to OVERSEE the education of their children.
Preschool to Grade need 2 to 3 hours a day for all subjects.
Grade 2 to 3 , need 4 hours of study time spread throughout the day
Grades 4 to JHS need 5 hours of study spread throughout the day

In homeschooling, the world is the classroom. ( at home, parents' office, coffee shop, park etc ) at scheduled time.
2. Character and skill focus and connscious VS grades, school and class rank conscious
Homeschooling ignites love for learning. They study to gain new knowledge and skills not for grades or for the purpose of passing exams. Children learn to complete against their own skills rather than comparing themselves with others.
3. Vertical socialization VS age level socialization
Homeschooling enables us to introduce our chidren to different age level group of people and guide them how they must socialize appropriately observing right conduct and ethics

Homeschooling has the smallest class teacher-student ratio. Individualized instruction is a luxury. Homeschooling adjusts to the individual pacing of the learner. They stay longer to lessons difficult to understand and just breeze over to the easy ones. We integrate different sut*ects in one lesson. Practical applications Of the lessons are applied.
10. Time Management Skills VS school controlled schedule and time
Homeschooling trains learners to manage well their time through personal routine and schedule making
11. Expenses are parents' controlled (except for affiliation fee) VS school related expenses ( school bus, canteen. uniform, etc.)
Homeschooling frees you from unnecessary school related expenses ( uniform, school bus, after school tutorials , school canteen. books purchased that are unused etc.)

Homeschooling requires parents intentionality. They need to plan out for teaching and learning opportunities. NO accidental parent teaching.
